I guess you mean TOEFL.
Go to www.toefl.org and register for the test.

First of all, it is spelled 'TOEFL' not toefel.
You can ask about the available center or institutions in your area and whether they give toefl tests (PBT or CBT). If you want to take the new generation iBT (internet-based toefl), just go to www.ets.org to find out about everything related to it. I'm taking this test in a week. Wish me good luck!

try to talk to your school counselour so he/she can help you apply and get forms filled out etc.
