You're right, I would hate not being able to scratch itches. At least there are alternatives to whispering, like right it down, or just say it in a normal voice, don't say it at all, ect, ect. But with an itch, what else could you do? It would eventually drive me nuts.

Right on, scratch itches. Who needs to whisper anyway? If you have something to say, just say it. I whisper loudly anyways, so I might aswell lose the inability to do so, lol

You can always get something or someone else to scratch your itches if that was the case.
But who can you get to whisper for you if you cant?
