I think its Santa Claus is Coming to Town....Is it the one with the Burgermeister and Santa is shown in the beginning as a young man.

the year without a santa clause. i love that one its so cute. it also has mr.freeze on there and mother nature and santas two elves and mrs. clause. i watch it every christmas. it should could come on abc family this year.
