Depends on the university. Some have rolling admissions and others have strict deadlines. Check out their website or the papers they send along with the applications. Hope you get into the school of choice!

If the college has a deadline, I would say 2 weeks before then to avoid crunch. If it's rolling admissions, as soon as you can.

It's best to do it before Christmas because they have so many to do after Christmas that it will take longer to know if you got accepted or not. I started mine this past spring and this summer so that I could get it over with.
