All light sets come with a little packet of replacement lights - usually taped to the end of the string. One or two in the package will be half red/clear - that is your blinker light. Put the blinker light at the end or beginning of the string - only so you can find it when the blinker drives you or a loved one stark raving mad.
Some specialty light sets have an attachment to make the lights fade gradually or "chase" each other - those are cool.

There should be a special "blinker" llight included in a small cellophane packet along with your string of lights. (It looks different because it is clear with a red tip on it) All you have to do is replace one of the lights with the bllinker light, and then the whole string will blink. You can also go to Home Depot or one of those places and get a little device that you can plug into your lights that has a "blink timer" so you can set the speed and frequency of each blink. (A lot of lights come with one of those things built right in, too!)

If you want the whole strand to blink at the same time, use the red-tipped replacement bulb that come with the lights.
If you want them to blink individually instead of all together, you need to buy the special blinking lights.

in the isle where they have the extra bulb there are clear bulbs with red tips for all of the different lengths of lights and on the package it will say "blinker bulbs"; just insert it in a spot where there is a solid bulb and the directions on the back of the box that the string of lights came in will generally tell you how many you will need.
