This method would be best accomplished with the help of a vise.
Find two (2) hex nuts with the same thread size of the threaded rod. Lock the two nuts together a short distance perhaps a 1/4" from where you want to make the cut. Tighten the nuts together by turning them towards each other with separate wrenches that are the nut size. Tighten the double nuts in vise leaving your cutting mark just outside the jaws of the vise. Cut the rod using a hack saw. When it is cut, unlock the nuts and turn them separately off the rod at the end that was cut, thus cleaning the threads as you take them off.

snagelfritz's right. Make sure you thread a nut on first. If you need you can clamp the rod down using the nut, so you don't mess up the threads. Cut with hacksaw or sawzall, I prefer the angle of the threads. Then you can clean it up with a file. Then back off the nut. And it will be easy to thread a nut back on.

What I do; Screw a nut on the rod first. Then cut with a Hacksaw in the direction of the Threads or just straight across, up to you. Then slowly work the nut off back and forth to re-thread. Do not move the nut until it work easy, and as it come off, work real well and be careful when you start it back on.

Every one suggests a hacksaw. That is common if you have an electric saw (nowadays battery opperated), you can put a metal cutting blade on it and cut thru the rods like a hot knife thru butter.

Chop saw would be the easiest and least difficult method, but if you don't have one of those, a simpe hacksaw will work as long as you firmly secure the rod.
