Most states have housing programs. They offer mortgage programs at reduced rates and sometimes offer down payment assistance. However, these programs have very strict guidelines. Often the down payment need to be paid back or you are limited with what you can do with the property.
That is about all that is available as a special program for first time buyers. First time buyers can qualify through all mortgage programs and most of the time, these have better offers. There are plenty of 100% financing programs that are perfect for first time homebuyers. I hope this helps.

There is USDA Rural Development and your state's Housing Authority. Your bank or your Buyer Agent can hook you up with them.Get an Agent to represent you. It costs you nothing. They get paid by the seller agent at closing.
Good Luck
