What he said was: if you are a conservative when you are young, you have no heart. If you are not a conservative when you are old, you have no brains.
His quote was to say that conservatism does not appeal to idealistic youth because it seems uncaring. As you get older, you realize that conservative ideas are in fact the only ones which work in practice.
