Of the two I think Sevilla is definitely the place to be. The Spanish in general make a big thing of New Years eve and there will be some great parties there. The Gibraltarians on the otherhand are a bit more reserved, more like the British, and not given to the excesses of the Spanish. It is more expensive there too.

Don't forget your grapes if you are celebrating in Spain as you have to eat one for each of the 12 strokes of the clock at midnight.

I haven't been to Gibraltar, but Sevilla defenetley is a good place to spend New Years Eve. People is friendly and kind, they are also party animals so get ready to have a lot of fun and eat marvelous food
