It could be the bulb is bad, or it could be the ballast. If you put in a new bulb and it doesn't light, it's probably the ballast.

could be the tube. Is it a little bit dark on the ends? Try a replacement, if that does not help it is most likely the "ballast" needing replacement. If it's in a workshop it's probably a less hassle to replace the entire light fixture. They are not very expensive.

'Pro.'s commonly change fluorescent tubes 'live'. 1. Use a non- conducting ladder. 2. Touch only the glass of the tubes. Not the metal ends of the tubes or fixture metal. 3. Both hands on the glass. Don't touch the tube and the fixture at the same time.

If the bulb has blackened ends, the bulb is going bad. If the bulb looks ok, except for the flickering, could be a bad ballast (starter). Also, when the ballast is bad, you will tend to hear a loud humming noise from the the bulb, which is the 60hz frequency electrical noise.

Not necessarily the starter wants to be replaced, at times the bulb itself wants to be replaced try that and see what happens.

I'd say you need a new tube light. Sounds like it's on it's last leg.

Bulb is on the way out or "ballast" is going bad, or bulb might not have total contact on the electrodes.

It's either the bulb or the starter - replace one, if that don't work, replace the other.

The filament in the light is going. You'll need to replace it.
