During her period and 3 days before or after! That's probably about it

There is no best time, you have a chance to get pregnant all month all the time, even during your period. Now if you are asking about when you are least likely to get preggers, you can use the basal temperature method (http://pregnancytoday.com/resource/definitions/bbt.htm) to predict it but nothing is 100 % except not having sex.

No time is the best time, not having sex is the only 100% birth control for not getting pregnant.

I would never say there is a best time not to get pregnant. it's possible to get pregnant at any time.

anytime she is not ovulating and a women only ovulates for 2 days once a month 2 weeks after her period

get on birthcontrol. thats the best way unless you want to use abstinence... which doesnt sound likely. It depends on different things about your period. there are places online that tell you when you ovulate and for several days i would avoid them but its not fool proof.

Would be right after your period. So 14 days before your next period is the best since that's when you start ovaluating.
