Not caused by global warming directly. The cold weather is caused by a high pressure system. In a high pressure system, the air spins clockwise in the northern hemisphere (counter-closkwise in the southern hemishere). Spinning clockwise actual moves the colder upper atmosphere air down to the earth; very large high pressure systems actually bring the super-cooled cold air from space down into the atmosphere causing very cold temperatures. A low pressure system does the opposite, spins counter-clockwise and brings warm air from the surface and lower atmosphere up into the higher levels of the atmosphere. That is why warm air and rain storms are associated with low pressure systems, and the cold air and snow storms are associated with the high pressure systems.

No, this isn't caused by global warming. All that happened was particularly harsh cold air from the north met with a jet stream, and the result was freezing temperatures.
