Being a tease or playful. You don't have the like the person but it's more along the lines of that but you can just be sweet talking with them.

To playful draw attention to yourself with a member of the opposite (or same) sex.

Flirting can vary between talking, to all out touch.

Flirting lets the other person you think you are interested. You can "flirt" and not know it.

It happens.

A quick glance. Brief eye contact and a smile. When you talk to the person, maybe lightly touch their arm. When you are standing near them, your hands may be hidden behind your back, but your body is leaning towards them. You lean in close to share a joke. When you come behind them, you gently put your hand on their back to let them know you're there. When you sit down next to one another, your knees touch just in the slightest bit. Flirting shouldn't be anything overtly sexual. That's not flirting, that's whoring yourself. You flirt to let the other person know you are interested, not easy.
