First of all, what IS a plastic water-butt, and would super glue work? Just a guess. (You would not believe the humorous pictures that came to my mind from your question. Like someone with a plastic butt full of water - like in the movie 'Death Becomes Her' where the characters seem to BE plastic.)

Plus the patching materials might taint the water. I don't know what a butt is, but if it's for drinking water, you could try silicone and then re-purpose the container.

Depends on what it is made of. A fiberglass-reinforced plastic might work. But I'd just replace it, especically if it is polyethylene, to which patching materials do not like to adhere.

Silicone sealant is good I used it for the cistern tank of a toilet.
