Any type of sticky paper or double stick adhesive works well. That red liner tape and sheet adhesive is the best....glitter sticks to it perfectly and the sheets can be cut into shapes with paper punches and die cutters.

Well i know of two ways, you can either sprinkle sparkles to tape and tape it on to the paper or something...Or they have pre-stick glitter where it is sticky and you just have to put it on the paper and let it dry over night

I just bought glitter pens, but I don't think they work very well.

You could always use rubber cement. Maybe if you just the thing you were sticking it to wet.
