Just off the top of my head, they were really an outgrowth of things such as the farthingale of the 15th-16th century.

Women began wearing "stays" in preadolescence at that time and up through the 18th century in order to help them keep their backs straight (sometimes a board for this purpose was strapped to a gir's back) and learn how to carry themselves.

In the 19th and early 20th centuries, whalebone (a more flexible material) was used in what came to be called corsets. This had the advantage of emphasizing a woman's small waist and giving her the illusion of the "hour-glass" shape admired at the time.

My guess would be when Queen Victoria and King Edward were on the throne. Respectively, of course. Not at the same time.
