I need to know were to catch a dratini give the city name or route that it is on or were every it is just give good details

There are two ways of getting Dratini. The first one is to fish for it in the Safari zone. Try fishing with a super rod in the lake dead ahead of you as soon as you enter the park. It is fairly rare but even rarer is its evolved form Dragonair. Both of them are real tough to catch, so you're better off catching a Dratini and evolving it to get Dragonair.
The second way to get one is at the Game corner. You can win one for about 2,500 coins, though I'm not completely sure of the exact cost. Also by wining coins you can get Porygon for 6,666 coins. And it's the only way to get a Porygon so start saving up.
I thought I'd give you some information about Dratini to help you get the best out of your Dragon. Your better off getting a Female and breeding it with a Male Gyarados that knows Dragon Dance. This is because Dragon Dance is a great move on Dratini's final form, since it boosts Attack and Speed. When it evolves into its final form, you should teach it moves like Earthquake (if you still have the TM), Rock Slide (If you haven't already seen the Tutor. He's in Rock Tunnel) and Aerial ace (again, if you still have the TM). The last mov4e should be a move to hit any physical walls that can get in your way. I'd suggest Flamethrower, since that covers common Physical walls such as Skarmory.
Dratini evolves into Dragonair at about level 30, and into Dragonite at level 55. Be mindful though that when it becomes a Dragonite, it has a 4x weaknesses to ice attacks. That's another reason I suggested having Flamethrower, to cover against ice Pokémon.

Dratini can be fished for in the Safari Zone, cathcing him is quite diffcult however. I believe (but am not entierly sure) that Dratini can also be caught in the dungeon Mewtwo is in as well. The Safari Zone is your best bet.
