Universities:

JFK School of Government at Harvard is the top. By far.

Georgetown is also very good, and has the advantage of being in Washington DC, so if you want to intern in a congressional office (like future president Bill Clinton) the opportunity is there.

Michigan has an excellent Political Science department, and does much of the top election analysis in the country. Has been compiling THE database on US electoral behavior for decades.

The Robert LaFollette School of Government at Wisconsin is very good. I have several friends who are graduates, and several graduates are in the Wisconsin legislature.

Harvard, Stanford, University of Michigan--Ann Arbor are the top 3 in no order. Others to consider--Georgetown, George Washington and University of Chicago. Perhaps Princeton as well.
