What interests him? What does he like to do? Is there anything he's been talking about that he'd like to do, or anywhere he'd like to go, someday? If you can't afford lessons or a trip to do that, make him a little fun book or screensaver of pictures of that activity or place. If he has a hobby, can you compile some of his work -- or photos of it if it's big stuff -- for him. I know my sister-in-law did that for my brother. She took two or three of his nicer photos from family vacation and enlarged and framed them for him. He loved it. Money wasn't tight, so it was hard to find something for him that he didn't already have; this was a very personal gift that meant a lot even though it didn't cost a lot.
You could make a book of personal gift certificates for him, for hugs, kisses, etc (lots of etc) redeemable whenever he'd like. Be sure to include certificates for any of his favorite home-made foods, too. Have fun. Put thought into it and he will appreciate it all the more. Anyone can spend money. Do something that's just for him from you.

What does he like? Sports, cars, woodworking, electronics, knitting? Ideally there will be something in his field of interest that is something of an extravagance that he wouldn't buy for himself. My wife got me a Gillette Fusion for Valentine's day b/c she knew I would like it but never spend that much money on a razor for myself. I thought it was a great gift.

Make up a coupon book for things like, a back rub, a home cooked meal, a hug or something a little naughty, and tell him he can use them any time he wants. Maybe with a nice bottle of wine and some expensive chocolates. Good luck.

Why don't you do what we do! we each make a wish list with sizes colors etc.. then give it to each other we don't buy everything on the list of course but it does ensure you get what you want and so does he.
