You are making a wager based on your perception of how the horse/stock/person is going to perform.

I'm still working on it, but I can tell you that it is not wagering on the horse/stock/person's performance. For one thing, the Jockey Club is for horses what the AKC is for dogs (they register Thoroughbred horses). They don't take bets. Secondly, tipping is done AFTER the service is performed not before.
