Perhaps China. A lot of countries, like Greece, were not really a single country, but a collection of cities and regions bound by a common language and religion.

Most other nation states did not come about until after the middle ages.

By oldest you might mean as a Culture? or could you mean as in a modern sense of the word, like Country?
The oldest cultures that prevail with clear traditions include:
Iraq, Iran, Egypt, India.

you people know nothing about history!the best are the GREEKS of course!most today technologies are based on ancient greek inventions!and did you know that the most scientific words are actually greek words!?!mathematic,philosophy, plethora, idea, prototype, dynamic, theme and many more come from the greek language!most english words are greek words!so you can see that the most recognised and international language is not english but Greek!

none of the countries around today could claim to be the "oldest". they were all established after many long-defunct countires.

and countries themselves only really exist with government to establish their boundaries.

Best is just a matter of opinion. Personally, I believe the USA is the best (Yay patriotism!), then probably Australia, the UK, and Japan.
