Some ideas:
(1) regular meetings directly with staff, reps or team leaders from each section to get input, identify issues or conflicts, and interacting constructively to resolve problems and to review progress in order to avoid alienation
(2) mediation and conflict resolution - either training or a regular process, or bringing in independent facilitator or consultant to address policy changes between previous and new management
(3) grievance or feedback process, such as suggestion box or ombudsman, where staff members feel they are being heard and problems are being addressed and resolved
(4) openly recognizing and rewarding efforts to bring up and address problems constructively, instead of avoiding them or punishing complaints
(5) peer review - Also letting staff name their own outstanding employees of the month/year, based on efforts, accomplishments, personal improvement, etc. So both management and regular staff can recognize good work instead of competing with each other over which individuals to reward, which can become very political and divisive.

How about phone interviews with HR reps in the area. They have lots of techniqies for management/employee conflict.
