There are many, but there are agencies that are willing to assist these individuals. These agencies have standards and rules, most homeless are either addicts or other issues that they can't or won't follow the rules. Some are mentally ill and are victims of a system that has basically thrown them out on the streets. Once the medication is balanced, if they don't have a place to go, then out on the streets. This is why many of them remain on the streets. This makes them a threat to me and you if they are doing drugs, combined with not being mentally stable-as many of them do to escape their realities. As far as the panhandlers, I work downtown and it is annoying. It's one thing to ask for money day after day after day, but it's another to actually get into one's face as they are making their way home. I believe there are legitimate folks asking for money--however, I believe there are many cons. I don't think they should be hanging around the streets bugging workers and tourists for change--it gives the city a bad image and not to mention raises the crime rate. They are putting all of these fancy condos downtown--and personally I pride myself in driving an hour away to my wonderful suburban home--I WOULD NEVER CALL THE INNER CITY HOME. I lived in Cleveland my entire life, was robbed numerous times and when I couldn't get results from the local councilman, I moved. This is what happens when they let a city go to hell in a handbasket! My children once done with college--will not live here--they are headed west--like everyone else. We are a dying city--the answer is not more condos and stores--but bringing viable industry and companies to our region. We are all responsible to what happens to our fellow citizens--NOBODY SHOULD BE ON THE STREET! EVER!

I do not agree with Michael at all.Yes there is alot of homeless people in Cleveland.Alot of them lives on the sidewalks of downtown Cleveland.Others are spread through out the city.The old mayor would have them arrested during the holiday season because she said it makes Cleveland look bad and she feared it would discourage others from other cities to come shop downtown.I just moved from there in July.Some of these men and woman want to be homeless like the man and woman who walks up and down Detroit Ave from W.25th all the way to W.95th.But some has fallen in the crack and there is no resources for the homeless in Cleveland Ohio.

There's quite a few, and they're AGGRESSIVE panhandlers too (mainly downtown, but they're gradually working there way into the suburbs). A lot of them aren't even homeless, and they're so threatening and derogatory that it almost comes across as robbery.
