Man, that's a hard choice... it all depends on what you're taking into account. Years served? Quality of morale? Awesomeness of deeds?
I say good ol' Heck wins on years, hands down. Not to mention the run of his deeds (did you SEE all his swag? Jeez!) ... It's Jack, though, who keeps his crew happy and eccentric, and that's about as good as anything else.

It must be Barbossa because he managed to get the crew together to mutiny and they obviously listened to him and respect him .I can't really imagine anyone being scared of Jack either because he's just funny and eccentric but you have to keep those pirates in line!
