I need to repair a steel step stool that has family sentimental value.

There are many welding companies around that do minor repairs. Not only should a minor fix be fairly cheap you would also have a professional welder fixing your stool.

there is a product call JB weld that welds on cold metal. I don't know how effective it is but If the stool is precious to you I would not take chances, I'd take it to a professional.

Radio Shack has this tool called Coldheat that works exactly like a welder but is cheaper. For small fixes it works great and the idea of burning yourself is not there. But if you are not confident in your workmanship, I would seek professional help from somebody who knows what they are doing.

JB Weld, be patient and don't get it on your fingers! It takes a few minutes to set up, but it will stay forever!

Thermite works, but getting someone who has both the tools and knowledge to use them, might be a better stratagem.
