He will need a passport from his country of birth unless he has a US Visa, If he has a US Visa that will satisfy the need for a passport. To avoid problems when traveling, a Passport from his country of origin, and a US visa would satisfy all requirements and lessen the chances of being denied entry or Re-entry!!

Um, not everyone needs to get a passport after Jan. 1 -- don't know where you got that idea.
If you intend to travel outside the US, you *do* need to get a passport, no matter what country you're a citizen of. If your friend is not a US citizen, he can't get a US passport, period. You have to be a citizen.
If he's a citizen of another country and a US permanent resident, he can get a passport from that country -- have him call their embassy or consulate in the US for more information. If he's in the US illegally, he's not going to be able to get a passport from any country -- so he won't be able to travel internationally, even across the border to Mexico or Canada.

The new regulations Jan. 1 just mean that IF you're going to Mexico or Canada, you will now need to have a passport to do so. Currently, if you live in the US, you can go to either of those places by land (not air) and back with just a driver's license. But if you don't travel, you won't need a passport after Jan. 1 any more than you do now.

You don't HAVE to get a passport. You only need one if you are planning to travel outside of the country. But he can't get a US passport unless he's a US citizen (of course).

Yes, he should already have a passport from the country he is a citizen of and a visa from the USA. With those he should be OK.
