The strength of your flush is set when the toilet is manufactured. Remember that the actual flush is based on the difference in elevation of the water in the bowl and the trap design in the back of the toilet. Some of the newer toilets use water pressure to assist the flush, and others use a variation in the flapper valve to bring the tank water into the bowl faster (so more water level differential). SO the only way to really better your flushing would be to replace the toilet.

Raise the bowl? Are these people kidding?
You probably have a partial clog in the water flow that comes out from two places, the holes under the rim and the larger hole at the bottom of the bowl, in the front. Often over time you get hard-water deposits that clog these holes. Take a small screwdriver, and carefully chip away these deposits (yes, you will have to put your hand into the bowl water, but it is fairly clean after you flush). If you open up these holes a bit, you should get much better flow.

if there is a float on the flapper chain (this is pulled up by the flush handle) set it as low to the flapper as possible. This will allow more water to get out of the tank before it closes. Next, there is a tube that sticks up and is for if the water doesn't shut off the overflow will go down this tube. Find a tube or hose that fots inside or outside the "overflow tube" tightly and raise it up to just below the rim of the tank. This will give just a little more pressure and more water in the tank.
