nacman has a very interesting point......but if we're going to answer the question, which specifies the Allied powers, not just the US I'd have to go reluctantly with Germany. Why? It took 100% of Soviet Russia's efforts, 95% of Britain and about 65% of America to beat them after they were a hair away from knocking the Brits out of the war at Dunkirk and the Russians at Moscow and Stalingrad.......the Japanese war was almost exclusively an American affair, and while we had 80% of the Navy in the Pacific we never had 1/3rd the troops involved as we did in Europe.
Of course, the troops we did have involved were mostly United Sates Marines, so that's worth A LOT right there........

I would have to say Japan. Germany was more consistent with its beliefs and anti-semitism actions. On the other hand, Japan tended to be sneaky with their intentions. Eg. Pearl Harbor. This event that came very unexpected to Americans, Japan had planned for a long time before the attack. They made America believe that they were not going to pose any threat in the process of settling WW II.

The Soviet empire. Many thoughtful Americans opposed going to war with Germany because it would mean taking the same side as the Communists. They proposed instead maintaining our neutrality and letting Germany and the Soviet Union duke it out, and perhaps destroy each other; to otherwise, they warned, would only result in the perpetuation and possible spread of Communist influence, and a longer term conflict with the Soviets government which would ultimately prove more costly than fighting the Nazis. (Hmmm, thank God that didn't happen--oh, wait, it did, didn't it?)
The Japanese posed no threat whatsoever. They were a second-rate monarchy with grandiose dreams of taking over China. True, they were involved in a treaty relationship with Hitler and Mussolini, but Hitler's racist philosophy would not have allowed him to continue this relationship; if he had succeeded in conquering Europe, he would likely have targeted Asia at some point, all in the name of perpetuating his "master race" ideology.

If one had to choose, it would be Germany. It was closer to most of the Allied Powers - with the exception of the USA, all Allied countries could be occupied by the Germans.

I would argue for Germany simply because of their location and the quality of their armed forces once established. How they played things is another matter entirely.

Germany. They had already conquered Europe and were in the process of wearing Briton down. They also had better weaponry.
