Ryanair (http://www.bookryanair.com/) flies from Oslo directly to Ireland, UK, Germany, Italy, Spain, and south of France. Once you get to one of these places, traveling by train or bus might be a cheaper option.

I'm afraid the best option is flying, and that's not always a cheap option. When I traveled to Europe 2 years ago, my first stop was Norway. It's a good launching point for travel throughout Scandinavia, and there are a fair number of flights that connect to other cities in Europe. Check the budget airlines, as well as airlines like SAS and SAS Braathens.
I'd suggest that when you finalize your travel plans, do your homework on how you want to get around Europe: in some cases, flights will be cheaper and will take less time than taking train/bus. Here's a few good websites:

I would say the train is the best. In Norway I think you cannot get the Eurailpass as this need to be bought outside Europe but I am quite sure there are other passes that enable you travel within a limited time (week-two weeks) to most European countries.
