Perfect your base first. concealer, then foundation. You need a good base that would serve as a good canvas to the rest of your make up.
eyes first--shadow then liner, curl your lashes then apply mascara
--Do them first because its easier to determine the intensity of your makeup after doing your eyes. Also, since the eyes are the most difficult feature to put makeup on, erasing mistakes would be easier, as compared to when you already have done your lips and cheeks.
Cheeks second
Set with Loose Powder.
Lips Last. (Blot to retain pigment, then reapply for longer lasting color)

Recently I have heard several makeup artists comment that if you apply foundation then concealer you are just wiping off the concealer. So I tried switching, foundation then concealer and it really works, plus I use for less concealer and get much better coverage. Also, I can get away with using a tinted moisturizer mixed with a bit of luminizer for a really natural lit, from within effect. Also, try using a concealer brush, Stila has a good set you can get, for flawless application. I usually do eyes next (liner, shadow, mascara) then a light gel cheek stain topped off with powder, and finally a lip gloss. If I know I am going to be going all day I will put a silicone primer ( Smashbox photo finish primer or English Ideas are two great ones) on before anything at all and it keeps everything in place without smudging

Concealer, foundation, then powder, as for the rest it's based on your own preference (lips before eyes or vice versa)
However, I like to do eye shadow, then liner, then mascara.

Everyone has a different routine but this is how I do mine:
Concealer, foundation, face powder and then I work down from there. So eyeshadow, eyeliner, mascara, blush, and then lips.

moisturize after clean face
primer (laura mercier has a good one but it's $70!)
concealer in trouble spots
foundation
eyebrow powder (really shapes the face!)
eyeshadow
eyeliner
mascara
blush
