You need 39c in postage for an ordinary Christmas card (not post card) going anywhere in the U.S., whether across the street or to Hawaii. If it contains a lot of photos or other stuff so it weighs more than one ounce, then you need an extra 24c per ounce after the first ounce. If it is odd shaped (square instead of rectangular) or oversized, it costs a little more as well, but any card you buy in the U.S. should be the right size to go for the standard rate.
Postage rates may or may not go up in May, but there is no sense in stocking up on stamps in advance, as the stamps you buy for 39c today will still only be worth 39c after the rate goes up - you'll have to add enough to reach the new rate, the same as you have to add 2c in postage to your 37c stamps now.

NO.
Instead, the recipient will have to pay 2cents.
Put a 39 cent stamp like lady liberty on your envelope and it will make it anywhere in the US. If it is over 1 ounce, add another 39cent stamp to ensure it is sent. I believe that there is a 24 or 28 cent surcharge per extra ounce.
If you have 37 cent stamps like the US flag, go to your post office and ask for a 2cent stamp.

In some cases. In others the card may be too big or heavy. The easiest way is to take the card(s) to the post office or buy one of the digital scales and check out their standards online.
