I like the idea of a tie tack. If you're gonna get him a desk set and you have the money, nothing says special like a cross solid gold pen.

A good question indeed. There should be more wonderful friends as you my dear.
One of the working attorneys most cherished gifts and tools used each and every day is the brief case. It sends a statement out as you display it in court as one of quality or unpreparedness. Two name brands to look at are ZERO CASE and BRIGGS & STRATTON LEATHER. I prefer the Zero steel cases myself they are much more durable and have a life time warranty and look extremely nice, oh yes and are very secure. If they are to pricey they a nice gold pen set from cross, usually we like the big and bold roller ball fat gold pen, or even a Mont Blanc ( Black resin with the white snow cap on the pommel.
Good luck my dear.

Depending on his personality, you can go with 'traditional' or 'inspired.' For example, a monogrammed pen/pencil set is a traditional gift. For 'inspired' you have to use your imagination and consider what kind of relationship the two of you entertain. I once gave a very creative 'outside the box' thinker a potted ivy. The inspired part was that I cored a head of cabbage and planted the ivy in the hole I'd made with a card that read, "Congratulations! Please don't let it go to your head." He loved it. In fact he made sure everyone in the office saw it and got a chance to comment on it. For a co-worker who got a promotion, I went to a second-hand store and bought a pair of boots. Again, I potted a plant in one of them and gave it with a card that read, "Congratulations! Now go kick butt." Finally, when my boss made VP of Engineering, I made a 'planter' out of a bunch of bananas by using toothpicks to join them in formation around a clay pot. That card read, "Congratulations on making Top Banana!" I didn't spend a lot of money on any of these gifts, but every single person appreciated the originality and humor. Any time you can make your boss SMILE, you're on the right track.

Something that is fitting for the position. Since he got an "upgrade" upgrade his briefcase, monogram it. Get him/her "Chicken Soup for the Soul for Lawyers" book. Or a great gag gift.

Congratulations to your boss!
You could get him a gift certificate to a restaurant he likes. He may even invite you to join him. The other option is to get him something for his office/desk.

A money clip with his initials engraved on it.
A nice tie clip or pin.
A Cross Pen with his name engraved on the side. Cross Pens are very nice ballpoint pens if you didn't know.
A really sharp tie.

A new tie. It works all the way around. You don't want to get him something to intimate or to bland, so a tie or even a nice pen would do it.
