All I can say is to just create web sites left and right. I have a portfolio (you can see it at http://www.xylot.net as an example for you) that I've been working on for years. I've been doing web design since before I even went to college for it. It takes lots of practice, and a keen eye for design and usability.

But a portfolio is a must. It should show off work that you yourself have done. The only way to get professoinal work without a portfolio is to find a job in the field of web design. From there, you will undoubtedly create web sites all the time, and you can add them to your portfolio as examples of previous work done. From there, you can show potential clients your work, and impress them all that much.
