BUT the mauna kea, at 13,796 feet, is the tallest mountain in Hawaii and all of the Pacific Ocean.
AND if measured from its base at the ocean’s floor, 16,000 feet down, it is the tallest in the world.

Mt. Everest in Nepal is the Tallest Mountain in the world. I have heard of the Volcanic Mountain in Hawaii that you are talking about but not sure if its height below sea level+ height above sea level is more than that of Mt Everest or not .

The tallest mountain is very difficult to ascertain, as one has to ascertain the average height of each mountain chain which, if not impossible, is a difficult task. The tallest peak is Mt. Everest of the Himalayas. No volcanic mountain in Hawaii can be compared with such height of 29000 feet of Mt. Everest.
It may be mentioned that Olympus Mons is a volcanic mountain in Mars and is by far the highest mountain in our solar system. Perhaps your friend is confused.

It is not a volcanic mountain in hawaii because most of it is underwater. It does stand taller when side by side and level with Mt. Everest, but Everest is the highest above sea level which makes it the tallest.

This is a good question. You have to be very careful how you word this one to recieve a proper answer.
The TALLEST mountain (Most distance between the base and summit) is the big island of Hawaii at around 40,000ft. However, around 90% of its mass is below sea level and not visible.
Official the HIGHEST mountain (sticks up closer to outer space than any other object) is Mount Everest. There currently a large debate going on among geographers who believe Mount Everest may only be 29,900ft above sea level rather than the accepted 30,000ft. It may not seem like the extra 100ft is such a big deal when you are talking about mountains, but it is when you consider Mount Everest's nieghbor Mount K2 is also close to 30,000ft above sea level.
So to answer your question, Hawaii is the tallest, Everest or K2 may be the highest.

Mt. Everest is the tallest mountain if measured above the sea level but Mauna Loa in Hawaii is the tallest if measured absolutely i.e. if the height of Mt. Everest and Mauna Loa is measured from a common base line.
