Well i'm not sure about shiny....but if you're looking for a more moistened finish you could use some olive oil massaged over your face and neck at night. This usually gives a really nice glow and a really clean texture.
If you are looking for a 'shiny' look like the one the stars sport (which is more of a glow) then you can try some shimmering makeup, blusher for example.

I always rub lemon on my face.. it will give your skin a very nice glow. I use it before bedtime every night.
