Honey, you are an hourglass. Be proud of your figure, and flatter your glorious curves. Hourglass figures can wear many different styles, and look good. They key is not adding more attention to the top or bottom, but keeping the dress as well balanced as your figure.
Draw attention to your waist with belted styles, defined waistlines, or wrap dresses. You want fabrics that are softer, not stiff. You want dresses to be tailored or fitted, nothing too tight or too loose.
Avoid dresses with:
No waist, which can give you a boxy look.
A high waist, which can make your bust look too big, and won't flatter your waist.
A low waist, which can emphasis your lower body, and give a boxy torso.
V-necks or halters work wonders if you are trying to minimize a full bust. Pair these necklines with a fuller skirt.
Lapels and square necks draw attention to a full bust. Avoid a scoop or round neckline that can make a bust line look overly large. Pair these with a more narrow skirt.
Try trumpet or tulip skirt instead of a pencil. The slight flare under the tailored skirt will flatter your curves, and distract from any problem areas. A-lines are universally flattering. Pencil skirts, a sheath dress, gives a bulky look to otherwise feminine curves.
And don't forget the importance of good undergarments. No matter how wonderful the dress is, it won't hide a doubly blessed look from a too tight bra, too tight panties that cut into your hips or butt, nor bumps and bulges at problem areas. A great bra, underwear, slips, or shapewear can make all the difference in the world. You can go from "nice" to "WOW" with just a simple pair of control top hose.

get a dress that isnt low cut at top and one that flares away form the body after hitting the wasit line to show off your waist but flare out around your bottom so that the dress looks like it is made to flare out and it is not your bottom that is acctully big.

I think you'd look great in a dress that has a square bust line, that goes down to your knees, by smoothing over your hips and bum and gripping your waist, and flicking out at the hem of the dress. :D
