Terrorism is a primary tool of Pakistan's foreign policy.
Against India, in Afganistan and finally in the West.
In the BBC Newsnight Programme on 27th September 2006, a research paper prepared for the Ministry of Defence (United Kingdom), was quoted linking the ISI with support for the Taliban and other terrorist acts in the west.The report states, "The US/UK cannot begin to turn the tide until they identify the real enemies from attacking ideas tactically - and seek to put in place a more just vision. This will require Pakistan to move away from Army rule and for the ISI to be dismantled and more significantly something to be put in its place."
This was denied by President Musharraf, "I totally, 200% reject it. I reject it from anybody - MoD or anyone who tells me to dismantle ISI."

WHY
Pakistan was a small backward country threatened by the huge potential of India, all it's actions should be seen as logical steps to counter this threat.
Pakistan was one of the allies of the US since the cold war it was a bulwark against Soviet influenced India.
The Government mostly military and sometimes civilian, had an internal political imperative to liberate Kashmir from India.
BUT the Government and military are not the only, nor probably the most powerful institutions in Pakistan. That is the ISI.
The ISI was the brainchild of Australian-born British Army officer, Major General R. Cawthome, then Deputy Chief of Staff in the Pakistan Army. From it's begining the ISI a was a service set up by one of the most sosphisticated Secret Services in the world, and used to every type of covert operation.
Initially, the ISI had no role in the collection of internal intelligence, with the exception of the North-West Frontier Province and Azad Kashmir. This however changed in the late 1950s when Ayub Khan became the President of Pakistan.
Ayub Khan expanded the role of ISI in safeguarding Pakistan’s interests, monitoring opposition politicians, and sustaining military rule in Pakistan.
It was thus a combination of CIA/FBI with no democratic check on it's activities.
Pakistan and the ISI continually worked in co-operation with the West.
Since 1979 the annual proceeds of the Golden Crescent drug trade (between 100 and 200 billion dollars) represents approximately one third of the Worldwide annual turnover of narcotics, estimated by the United Nations to be of the order of $500 billion.
It must be assumed that a substantial % of this was controlled by the ISI.
To understand Pakistan's security fears must look to the timeline of their nuclear ambitions. Started by India's explosion of a "peaceful" nuclear device in 1974.

Pakistan as a government want to take India terrorism as a group want to better the world in the name of Islam and yes terrorism is in pakistan and in almost every other country in the world

Overall Pakistan would like to be our ally.. and though many of it's people still dislike America and it's foreign policy, the trend is changing. Sure, there are still some terrorist groups there.. but there are also terrorist groups here in America.. I think the best thing we could do would be to ask Pakistan to take over the policing of Iraq.. then Iraq would be better off because they wouldn't feel the US was trying to take them over, Pakistan would get to be buddy buddy with a major oil producing nation for helping them out.. and we get to look good because we made a mature decision about Iraq and we improve relations with Pakistan.. I feel I have a pretty solid feel for how the mood is in Pakistan because my brother-in-law is Pakistani.

Terrorism is the most effective non-nuclear weapon there is.
America proved with with Hiroshima and Nagasaki. Both civilian targets. Two biggest car bombs in history. Brough Japan it it's knees in a week.
The problem is, it's not casually effective (not sure about long term) against Islam.
We could nuke Mecca tomorrow and all that will do is arouse 1 billion Muslims in anger.
That didn't happen in Japan.
You have to understand Psycho-Sociology.
Islam is a ONE WAY religion. You get killed for not doing what Allah commands. You get killed for leaving Islam. You get killed for criticsing anything or anyone related to Islam.
So, these people have accepted death.
How do you "fight" that. You would have to totally devistate them and that may not work. Genocide is not a viable option.
Your only weapon is making the non-Isamic areas of the world so neat that people won't turn away.
Islam's downfall is their dress and customs. That would be so contrary to the West that has fought to get away from all this that existed in the 1800s.
Most are anot about to go back to the dark ages.
With this in mind, Islamics Killing Islamics means nothing. They are expected to die in service to Allah.
Killing non-Islamics has an effect on the people, who then petition government to yeld.
It's a good tool. The best this side of nukes.

Behind any terrorism lies the agenda of some interested parties who always like to stay behind a curtain.Indian and Pakistani ruling classes have created this artificial issue of Kashmir to make money and stay in Power by keeping poor and uneducated people's mind entrenched on this issue which is basically a religious issue.If both were so much interested in the well fare of Kashmir then why did not they help massively after the earth Quake.Rather they were holding their beggar bowl or hat and extending toward the other countries including West.In Pakistan especially Army Brass is involved heavily because money flows like water from Arab countries and 80% goes into their pockets and mullah's pockets who instigate the poor to fight on the name of JIHAD.It is a SCAM TRUST ME.

It's hard for most americans to view the world through our filter. The filter of living in a well controlled, reasonably civil, sovereign nation. Pakistan, like many nations in the region are awash with people who are not loyal to the government and have their own militias. While the official position of the Pakistani government is to fight the war on terror, and they are actually doing it, they don't have the ability to go into all of their radical regions and surpress the terrorist movements- without inciting a civil war.
Similar to how, for instance, Yassar Arafat couldn't sign a peace agreement with Israel, since he couldn't put down his militant factions as it would have started a civil war.

Treat each other like humans and see what happens.
Terrorism runs in Pakistan because you are so easy to scare.
How long do you want to be or run scared?
Stop crawling on your knees and whimpering!
God gave you strength - use it!
Worshipping God does not mean to crawl around on your knees stand up and fight back!
Above all do not use it against others because they will fight back!
