The less fat you have on your stomach, the more the belly button piercing will hurt. There are pros and cons to each though. The navel piercing can leave nasty scars after you take our the piercing and the scar tissue can really hurt a lot when you get pregnant. However, if a tongue piercing is done incorrectly, it can effect your taste buds and you can lose sensation in your tongue (not to mention that most people can't help but play with their tongue rings which causes gum damage and chipped teeth).
Just make sure you go to a real piercer who is sanitary and autoclaves EVERYTHING. You do not want to get a fun infection or deadly disease because you wanted to save $20.

I would wait until you knew what you wanted.. either way a piercing has a certain amount of pain. No one can tell you if you will hurt more on your tongue or belly button, but I would think a tongue piercing is more inconvenient, since you won't be able to talk or eat right for a while.

Belly button, the tongue piercing is old school and gross. You risk chipping your teeth, you'll talk funny because the tongue makes you have a lisp, and its just ugly on girls and guys. I think the belly ring is much more for girls. After it heals you can get a cute dangle belly ring. I say you go for the belly ring, I have mine, and yes it kinda hurt but it was totally worth it. I have had it for almost 6 years now and I don't regret it at all.

I have neither, but know people who have both + more, & have gotten tired of them as they got a little older. I think mainly because their jobs don't allow the visible ones. I've heard that the tongue doesn't hurt as much as you would think, but it is messy & sore & can easily get infected when you first start to eat. I would say try the belly button first & then do the other if you still want it. You can always take it out if you change your mind.

Since you want both then get both. Tongue hurts the most overall, not because of the piercing procedure itself but because of the swelling and difficulty adjusting to eating and talking.

Getting your belly button pierced only looks good if you are fit!!! And getting your tongue... well you'll be on baby mush for at least a week!
GOOD LUCK! :)
