Assuming that the change from 6:39 to 6:40 and similar later ones count as two digit changes, it takes three changes to get to 6:40. It takes 11 more to get to 6:50. It takes 12 more to get to 7:00 (because the change from 6:59 to 7:00 is three digits.) That's a total of 26 changes. One more change makes it 7:01.

Which digits? If it's seconds, it will still be 6:38. If it's minutes, it will 7:05. If it's hours, then it will be 9:38.
