Large corporations for the most part already use fluorescent type lighting. The energy-saving bulbs are nothing but creatively shaped fluorescent that look like incandescent for a more consumer pleasing appearance for the home. Also, there are already tax incentives for energy savings at the federal level as well as at the state level for many states. See my link. Businesses are much more likely to be taking advantage of these tax breaks than private individuals.
BP petroleum has been putting solar cells in the awnings over the gas pumps in new stations in an attempt to make the stations more self-sufficient.
Compulsory energy-saving would be enacted as energy rationing, and that would create a panic of fuel hoarding and stock price fluctuations that could make the energy situation worse.

That would make sense. The government should buy them from GE or whoever bids lowest costs. But the government is always behind the times, and budgets are tight as is, so the added start up cost will keep them from doing it for a while. (even though they would save tons of money in the long run)

Good Question -- but you seem to have forgotten something - Common Sense is not the order of the Day -- It,s" DO as I SAY" -- not "DO as I DO" - But in reality Millions and Millions of "Lights are left on 24/7 -- it,s the same with Central Heating - Particularly in Government Offices and Council Buildings -- Lights and Central Heating on for ever .I,m sure before long we will have a "Committee " made up of the Politically Correct S H I T for Prosecuting the sinfull members of the Population who have their lights and central heating on after 10 pm == One Rule for the Prats and one rule for the rest of us ????

I work for a company that has lights on all day and all night...the place runs 24 hours a day.
It is cheaper to leave then on than it is to switch them on and off..
On start up they use more energy than it does to leave them on.

Most offices that I have visited have strip lighting, [fluorescent tubes] bulbs would not fit, and they would need too many for large offices.

Because they are more expensive. The government won't make them do anything because they donate to BIG FAT election campaing funds.
