This is not restricted to just the US. Look at the House of Lords and House of Commons. They are all yelling at eachother all the time. Look at warring factions in the middle east that can't even talk to eachother with civility.
This is a problem in the world in general - lack of respect and civility.

Gotta wonder where you saw US diplomats and foreign diplomats yelling at each other. Besides that, how can you have a civil debate with someone who wants to kill you just because you are an American or Jewish? We are infidels and the "religion of peace" wants us dead.
