Pretty much, but there are programs like Teach for America and alternative certification.
If you go to a university to get certification, you can switch states. It's called an interstate contract-- other states have to recognize your certification and give you an equivalent one in the state which you move to.

It depends on where you live. You mention board certified. There is a difference between being certified and board certified. The majority of teachers are not nationally board certified. That process is lengthy and difficult. Also, there are many nontraditional programs now to help people get certified in the area of education. In the state where I live, it's easy to know who's certified and who's not because of the freedom of information act. Also, each school district get a report card. You can also attend your local school board meetings. This information is made known to the school board before he or she is hired.
I have been in the field of education for seven years as certified teacher. I have worked in a public school district as well a private school district. Now, I'm working in a home based program. From all of these experience, I have come to the conclusion certified doesn't always mean qualified.

As others indicated it is completely dependent on the state. Each state has their own laws. It is my understanding that some states permit teachers that are NOT certified. I know that they permit substitute teachers to teach without certifications as well. In any case, to the second part of your question, I doubt that a school has to notify you, but it's likely that if you ask, you can find out if a particular teacher is state-certified or not.

In most public schools teachers must be certified and have a college degree. This is also federally mandated by the NCLB act that says teachers should be highly qualified. If a teacher is hired on probation because they do not have their teaching cerfication, but do have their degree, they are in the process of getting it within a year. The school does not have to inform parents but if a parent asks they can not lie about it.

Yes... it is a law.. But in addiltion, each state has their OWN certification and even though I might be CERTIFIED to teach in New York, I would have to have a certification from the state of Nevada to teach in Nevada.. That usually requires a summer school someplace to get that certification

Avoid some possible "ugly" parent conferences...especially in suburbia.
Get certified BEFORE stepping inside a classroom!
In my state (and area of town), once that "infamous letter" (non-certified instructors teaching) gets mailed--look out!
Signed, Certified.
