Second answer is partially right. You need portable version of a web browser such as Firefox or Opera, loaded on a USB drive, with enough room to store whatever you want to download. Impt to get the portable versions so everything dls only to the thumb drive.

Insert USB drive. Save to drive. Remove USB drive.

If downloading is blocked, you can't. That's a HUGE security risk.
