A charge is built up in the sock and when you touch the metal doorknob, which is grounded, all the electronics exit trough your hands and you get a shock.

When you do that you are rubbing electrons from the sock material. Then, when you touch something that is conductive the socks regain the electrons...through you...and you receive a shock.

On a humid day this does not occur because the humid air is conductive enough that the electrons can immediately be replaced.
