No, because there are more groups with nuclear weapons. MAD (mutually assured destruction) did keep the threats under check. Neither the US nor the USSR had any interest in starting a nuclear holocaust as they both had to much to lose.
They may have pushed, they may have practiced brinkmanship but neither would go to the extent of forcing the other into using their nuclear arsenals. Now, it seems that anyone can get hold of a nuclear device or two and some, with the suicide bomber mentality, don't care if they die as long as they take the enemy with them.

its safer...i think that there may be a spurious event of terrorism that may harm a country or a city, but the threat of nuclear annihilation is diminished somewhat.

the number of people that died during the cold war was pretty high. there were several wars that are part of the cold war; vietnam, afghanistan, the arab-israeli wars, korea, and a myriad of civil wars throughout central / south america, africa, etc. hundreds of thousands if not millions died as a result.

The world as a whole yes... there are mad men with nukes, however the two countries with enought nukes to destroy the entire world are no longer at each other.

So there's a better chance that A nuke will be launched, but not that enough to kill us all will be.
