Yes, when the cow is in estrus. This occurs approximately every 21 days. The bull senses this through smell and other senses.

"Estrus refers to the phase when the female is sexually receptive ("in heat") or ("on heat" in British English). Under regulation by gonadotropic hormones ovarian follicles are maturing and estrogen secretions exert their biggest influence. The animal exhibits a sexually receptive behavior, a situation that may be signaled by visible physiologic changes. "

Hope this helps!

The bull, and the cow, like other beasties is a quadruped belonging to the Class Ungulata-----hoofed mammals. Members of this class do not use an erect stance---their hips and vertebrae just aren't made for it. Mammals that can be erect on a "full time " basis are humans. Other Primates may assume an erect stance for a time, but not as a matter of course. Also, critters like bears, kangaroos, and wallaroos (I love that word) use an erect stance at times.

I know that's not what you meant :-), I just couldn't resist.
