Let 3y = x
=> 16 + 8x + x^2
=> 16 + 4x + 4x + x^2
=> 4*(4 + x) + x*(4 + x)
=> (4 + x)*(4 + x)

Replace back x=3y
=> (4 + 3y)*(4 + 3y)
