A counter-example is any single element that contradicts the statement. In this case, you only need to find one person who was born in Texas and now lives outside Texas.
hevans1944 is a valid counterexample.

More formally: the negative of the statement
"For all x: If x was born in Texas, then x lives in Texas."
is
"There exists an x, such that x was born in Texas and x does not live in Texas."

Let
p = you were born in Texas.
q = you live in Texas.
p=>q : If you were born in Texas, then you live in Texas.
The counter example is 'If you were not born in Texas, then you live in Texas.'
This is a counter example because, p=>q is true, if p is true and false if p is false.
This means p=>q is true, irrespective of truth of q.
I hope that it is clear now.
All the best.

Well, I was born in the hospital but I don't live in the hospital.
It doesn't follow that if you were born in one place, then you must be living there. I hope I answered your question.
