ok does anyone remember a cartoon based in the 80's or early 90's and it has this girl in it and she changes her face with this blue and green facial spar machine. Please this has been racking my brain for a few years.

Not sure, but sounds similar to "Jem and the Holograms" a cartoon from the 80's. If you want to look and see if you can find it, here's a helpful site to look at...

The only thing I can remember may have been before that time but it was called romper room.. It was a setting for kids that lead into a group of cartoons. The lady held it like a hand held mirror in front of her face and it swirled different colors.
