If its a PvP serevr, can horde or allianace just randomly attack each other, I mean, horde on horde or allainace on alliance? Or is it just horde vs alliance that allows this?

You can not attack the same Faction, unless it is a Duel or you are in the Arenas (such as the one in STV).
There are 3 Zone Types:
Green Zone:
You can not be attacked by the opposing faction, unless you Flag yourself for PVP first. You get Flagged for PVP, by attacking the opposing faction or healing someone that is already flagged for PVP.
Contested Zone:
When you enter into a contested Zone, you automatically get flaged for PVP.
Red Zone:
When you enter a Red Zone, you are automatically flagged for PVP. The other faction may attack you. You can not attack someone not flagged for pvp, unless they attack you or heal someone already flaged for pvp.

No it's just horde vs alliance. You can't attack people of the same faction, even if you are in a PVP realm.
